After researching the subject some, I found the National
Defense Attorneys Assoc. had research on Calcasieu, Caddo, aand
Avoyelles parishes. Seeing the actions of Livingston Parish
during a death penalty case on a monthly base- Liv scores would
be comparable. You are corrrect in what you say about 'that is
not all to it,' for isn't there a lawsuit against LA 's Public
Defense system claiming it is 'unconstitional?' From major
funding issues to confidentiality problems. "40 Years After
Gideon" was an interesting read and it is all true. We do need
invention most likely against all parishes. I hope more
attorneys will speak out for changes. The LA Supreme Court
Justice addressed the Legislator right before Katrina hit, and
advised them to fix the problems- especially financial. Angola
is overwhelmed with New Orlean inmates and to few employees
about in a state of emergency ...the list goes on.

Mr. Parkinson, I thoroughly enjoy reading your poems and
    writings about LA.

    Sincerely- a Hardy fan!
