Post: CPA ran away with my taxes

My last CPA retired and my uncle recommended a CPA he
liked. She received all my information and cashed my
check. She has been stalling for months and is now not
returning my phone calls. I found out that she has moved
to Texas, disconnected her phones and shut down her
website. I do know her name, new address and new phone
number. That is the limit to my knowledge of the CPA. I
contacted the IRS and they were of no help. Where do I go
from here? Can she arrested for taking my paperwork to
another state without my permission. I own a small
business and this deals with others beside myself. I need
help, please.
