Yes they can refuse the payment and they will, especially if
this delinquency is a "reoccurring event" and/or you failed
to contact the lender to make arrangements. Have you
attempted to presented a good-faith plan to completely catch-
up and remain current on the payments?

They don't get their money, they take your house. The next
step for them (and coming soon) is foreclosure proceedings.
