    In Louisiana we have a great system of
    Criminal "Justice". In most felony cases a defendant is
    held in jail until he agrees to plead guilty, then he is
    released. Following that he has to pay the State of
    Louisiana $55.00, a month for whatever number of years the
    judge has sentenced him to be on probation for. If he
    fails to keep his monthly payments to the State of
    Louisiana up to date, he is re-arrested and made to serve
    more time in jail/prison.

    (Humor intended, except that it ain't so funny!)
