Post: Fraudulent acquisition of medical records

The office manager in a chiropractor's office called and got the test results of an employee from a hospital, claiming it was for treatment purposes. However, the purpose was solely to find out the employee's health status as to whether the employee could return to work. Does this constitute a viable cause of action? How best to proceed?
