Post: server has to tip-out managers!!

I am a server at a restaurant in NW Indiana. We have a banquet room to hold events and private parties. We have food runners and bussers that we are required to tip out 3% of our gross sales (this includes alcohol in which they do not run or bus for us). 4% of our liquor sales will go to the bartender. Usually there is an automatic 20% gratuity put on the bill. My concern is that we are also required to tip out an additional 3% of our gross sales (including alcohol sales) to our managers. They say it's for booking the party and for setting it up (which the server ends up doing most of the time anyway). Is this legal?
