Post: Health Care Benefits

I have a client who is a state employee in California.
After being hired, the department he worked for failed to
process the paperwork he submitted for joining the standard
state worker health insurance program. He did not become
aware of this until nearly 9 months later, after he went to
the Dr. and discovered he had no health insurance. After
notifying the department he worked for, they did not
actually enroll him in the health insurance plan for for
another 6 months. He was finally enrolled a total of 15
months after he began working, during which time he paid for
all of his medical care out of pocket.
Any suggestions on causes of action? I'm looking at going
before the government claims board, but I'm interested in
any civil actions that could be available.
