A will signed 3/002, a codicil signed 12/27/03

signed by same 2 witnesses-at my fathers home-

no one there but the 2 witnesses and my sister.

is that legal? Everything I read says "and the codicil
is witnessed by two new, independent witnesses. Cant
find case law etc.
