    i live in an apartment building and the tennant above my
    unit's toilet backed up and water went everywhere soaking
    down into my apartment. it ruined electronics, clothes, and
    some carpeting. My landlord instructed me to take out a
    renters insurance policy, and wait two months to file a
    claim and then he would back me up. is this legal? also he
    said he would be taking money out of my deposit for routine
    carpet cleaning. I thought that was covered under normal
    wear and tear. (there are no stains or anything wrong with
    the carpet other than where the water leaked in from the
    above apartment)
