Its a matter of perspective. The consumers think the State Bars
do nothing to protect them, while the Attorneys are convinced
that the State Bars are totally overbearing. Its somewhere in between. The problems with policing attornies
is the same as in other regulatory agencies. Policing takes
money but nobody wants to pay for it. Everyone just wants
