Post: Disabled Relative abroad

My wife is Romanian. She has obtained her U.S. Citizenship. Her mother recently passed away and her brother is mentally disabled. Her mother had been caring for her brother who is incapable of working, receives a monthly disability check from the government (equates to about $50 USD a month), and has no spouse, no children, no property, no businesses, no employment, and no other relatives capable of caring for him. He is 57 years old. We are trying to find out what our options are to bring him to the U.S. to live with us so we may care for him. That is the only option. If we leave him in Romania, he will die...period...end of story. The country is in economic shambles (nationwide strikes, cuts in pensions and wages, tax increases, etc.). What are our options?
