Post: new laws about immigration

I have a question about the new immigrations laws. There is alot of comments and things going on out there but who knows what's really true. The new law which they are trying to pass or enforce, Which say's that bosses who hire undocumented individual will have to pay a very high fee. Due to this situation my manager at the place where i work is trying to cover them selves by giving there employees a letter which apparently they say "will give them permission to check SSI." Which i totally think is a trick to have the employees sign this letter which would most likely cover their asses (excuse my vocabulary) once this happens, because companies can actually do this without asking. I am pretty sure that they want to keep the undocumented employees and if this law is enfoce they will eventually pull this letter out and blame employees on something thay new since the very bigginig. However, my question is the following: can they do this? Can they trick people and then blame them once this is official? If so, what can we do as an employee to cover or back?
