Post: Landlord Refuses to Fix Prop-FL

I have a friend who moved into her apartment 9 months
ago. Since then her toilet had gone out after being the
apt about 4 months. The bedroom window cracked and broke
out. Weather stripping is not installed and she has gnats
and other insects in the apt. She has 4 kids in the apt.
The landlord told her she needed to pay him $200 to get
the toilet fixed. There are over 10 issues with the apt
per code enforcement. The landlord refuses to fix these
issues. She has issued him a 7 day to withhold notice.
What is her next step or what can she do? Please advise
on any Florida or Fed laws she may be able to use over
this landlords head. Thanks to anyone who reads and posts.
