Post: Florida No Fault Accident

My roommate backed into a car parked illegally in our
complex. the gentleman who owned the car was running into
his condo, and parked behind her in the one lane driveway.
He flared his temper, demanded her telephone number and left
the scene. I told her to get a police report at the time,
but she was worried about be late for her second day on the
job. Since Florida is a "No Fault" state, is my roommate
required to pay for his damages? She doesn't want to go
through insurance companies since premiums will rise if they
pay-out for his damages.
