Post: Throwing Mail Away

I just moved to a new place. I received a package, on my door step, that was not addressed to me. I planned to return it to the post office, but before I was able to, a bad stench started to come from it. Maybe it was food? or maybe it was something else. I don't know but I threw it away. I notified my landlord so that he could let that previous tenant know what happened. What is the penalty for doing that? If the previous tenant doesn't have a problem with that, can the Post Office still prosecute?
