Post: Nursing Home Opening Patients Mail

My father received US Mail from the local department of
Social Services that was mailed to him ie:
John Doe
C/O: Jack Smith Nursing and Rehab Center
1 Oak Street
Anywhere, NY 12345
He is awake, alert and oriented to time date and place and
has a Power of Attorney and a Health Care Proxy on file as
well as the fact they know I am there at the Nursing Home
on a daily basis.
Not only was he mail opened, it was highlighted by the
individual who wrote it and also had in red ink a message
to give it to me.
Is this against the law? Isn't it part of the Patients
Bill of Rights to receive unopened mail that is addressed
to him? Can I file a complaint with the Postmaster General?
Please Help!
