Post: extradition

when a fugitive is wanted for a parole violation in a
different state (an original class D felony/abscond from a
halfway house warrant) can the fugitive fight extradition,
require the state wanting the fugitive to get a governor's
warrant, and get a bail while he fights extradition at the
same time here in Washington state?
