Post: WC when is a settlement proposed here in Calif.?

I was injured back in January of this year, I have been
off work due to several tears in my knee and calf. I had
artho surgery a few months back, with no alleviating of
the pain. I am having complications, I am still off and
going to my 3rd round of Pt and given different pain
killers by the Dr. to no avail. Since I have never gone
thru this ever, when is a settlement proposed and do I
need a lawyer? Thanks for the input.
