Post: retro expense reimbursement

I have recently discovered that my company has not paid me the monthly allowance, contractually offered, for office supplies, because I did not submitt receipts. When I offered to send in all receipts for said expenses, dating back 14 months, I was denied due to the 'books being closed'...is this legal?
