Does your employer have a written policy regarding the use
    of personal days?

My employer, for example, provides personal time but
requires at least 24 hours notice to use it -- and it still
must be approved by one's supervisor. If you take the time
without proper notice, you will enter the disciplinary
    process.

Having personal time doesn't equate to necessarily being
able to call in the morning of a day that you are scheduled
to work and expect to call off without consequences.
Typically employers like to make sure things are covered,
which is difficult to do when someone calls off in the
    morning on a whim.
