    no.

    California's Labor Code requires you be reimbursed for all
    business expenses. The IRS rate is an "estimate" that is
    accepted as a proper rate in the absence of other evidence
    (such as your receipts, expense logs, etc.).

    however, if your expenses are more (or less) than the IRS
    rate, your employer owes the greater (or lesser) amount under
    state law.
