I thought every state had lawyers like that. Do you mean it is something uncommon elsewhere. In Texas we have upwards of a hundred practicing law like that. Some of them even forge their transcrips to Ivy League Law Schools. Hey, if everyone is obligated to know the law, then everyone is entitled to learn the law, and once they have learned the law, they ought to be able to practice it without having to spend a quarter of a million dollars at an Ivy League law school.
