Post: Valid Grievance?

Today my husband recieved the proposed salary for his new
job discription. The salary was offered at $30,000. He
currently makes $25,000. His new job discription will
include two previous positions combined into one job.
Previously each position made at entry level $35,000.
Would he have a valid grievance?
