Grievance for what??

If he does not like the offer all he has to do is reject it.
They may make a counter offer or they may offer the job to
someone else. Not necessarily "fair" in some ways, but this
is happening to a lot of jobs these days as part of
restructuring on cost reductions. There is no basis for
grievance in this matter.
