My brother is about to marry his 8 year live in
girlfriend. They live in Washington state. She has a 17
year old daughter. They are moving to Puerto Rico. She has
almost completed high school and wants to stay with my
wife and me in order to finish in Washington and start her
post high school education rather than starting over in
Puerto Rico.

What control does whe have to stay?
