Your sister-in-law cannot "give" you legal guardianship of anybody. You can petition the court for legal guardianship & biomom can sign her consent to the guardianship. You aahve the burden of proof to prove to the court why the court should grant your petition for legal guardanship and that it is in the best intersts of the child to do so. It is up to the court.
