    1. Parental rights are superior to grandparents' rights,
    especially parents with "sole custody." In fact, parental
    rights are fundamental rights under the US Constitution - you
    have the right to raise your child in any way you see fit
    provided you don't offend their rights.

    2. If you mean "permanently" out of state, then NO they cannot
    do that - it would be kidnapping.

    3. If the court order is silent, they may be able to take the
    children "temporarily" out of state on vacation - it seems
    reasonable. However, check the child custody statutes in the
    jurisdiction that issued the custody order (you did not
    mention the state that issued the custody order - it is
    important) for any relative provisions.
