Post: IRS and Child Support for 18 yr old

TX. Father was awarded rights to claim our oldest child
for IRS. Last yr. she turned 18 in March and graduated in
May. He reduced child support paid, starting in June.
Daughter still lives with me and is going to college. In
our orginal decree it stated if child goes to secondary
school, support should still be paid. Father has had
support reduced twice since orginal decree. On these
documents it does not state anything about secondary
schooling, only how much support will be lowered as each
child reaches the age of 18.
A. Since she is now 18 and he paid less then 1/2 yr of
support, in 2009, can I now claim her on my IRS?
B. Shouldn't he have still been paying child support on her
this entire time, since she is attending college?
