    Get the court order out and read it.

    If the court order doesn't say "shall" then he does not have
    to pay, unless the laws of your state provide otherwise.

    "Should" does not mean "must". Shall means must.

    For answers to your tax questions, consult a CPA or contact
    the IRS.
