Post: landlord won't fix furnace after 2 months

Hi! My sister is renting a house in northern FL that has no heat. Just after she moved in over 2 months ago, she told the landlord about the broken furnace. Due to his financial problems, he will not fix it. We believe he is trying to force her out because he regrets signing the lease for $800 per month as the mortgage is $1100 (he told her this). What can she do legally? Who can she contact? She was just divorced and has no money to pay an attorney or to pay security deposits on a new place. She has pets which makes finding another rental difficult. And it's unlikely that she will see her security deposit without a battle due to the irresponsibilty of the landlord. Amy
