Washington, DC. There is nothing illegal about selling a building and a 90- day notice is sufficient. The only "funds" that you friend is entitled to is his the security deposit (if there was one and if he meets the criteria for getting it back). Also, landlord is not responbible for your friends relocation. IMHO: He'd better start looking for an alternative residence now.
