    Indeed, equitable estoppel is effective against the gov't
    within strict guidelines. But I was hoping for responses that
    cite case-law. For exampe, the phrase "presumption of
    abandonment" can be found in legal opinions, such that a 10 to
    20 year period of non-use is suggestive of such.
