Post: can I re open a case once I have signed?

I was injured in Montana last August and had right knee surgery in September. I've collected temp disability up until my impairment raiting. I was not receiving any money for over 2 months and was running into financial problems. I was told by the dr I was going to receive a 3% bonus for my injury on top of the rating. I recieved the settlement which was only 3% and felt that the dr did not go through the proper procedures to determine my rating. I did sign the settlement but was very aware that this was not fair becuase I needed the money very bad. I would like to know if I can seek a second opinion and see if my injury is actually a permanant disability as the dr stated during the rating.
