Without seeing the entire court file, I can't figure out exactly what's going on. My best guess is that the juvenile court judge has issued a standing order to CPS and/or the sheriff to file CHINS or delinquency petitions after the third violation. A pick-up order would be issued and the child would be taken into custody and held until the next available court date. At that hearing, a decision would be made to detain the child or to release him to his parent's custody pending further proceedings.
