in California, "waiting time penalties" (penalties employers must
pay when wages are not paid to a discharged employee on the date of
termination) are not due for expense reimbursements.

so, to the extent workers ordinarily get "waiting time penalties,"
they don't get them simply because an employer is late paying the
    expenses of a terminated worker.

of course, you might be entitled to other penalties, but i'm just
noting that the most common type that terminated workers get --
"waiting time penalties" -- doesn't apply to mileage or other
    expenses.

    good luck.
