Post: vacant boarded up property next door

There is a 3 tenament vacant, boarded up house next door
to me. paint is peeling, yard mess. I cannot sell my home
bedause of it. Town says he can leave it like that
indefinately as long as it is boarded up. They slap the
owner here and there with ultimatium to cut grass etc. I
live in RI in a residential quiet neighborhood where the
houses are well-kept. where can I look for legal codes,
advice anything. thanks
