Without a doubt you need a Real Estate Lawyer he will know
about Prescriptive Easements and everything that you need to
know and do
If there is a City Hall near by, go straight to the City
Department and talk to the manager, this is also another
choice and it will cost you a lot less than if you hire a RE
Lawyer, maybe you can bring some of your neighbors as well
to make the complaint stronger?
The City where you live has to take care of all that, but
obviously they are not doing much, as you said
