    I had neighbors in California who were insane!
    One stalked me into town and came outside every time i did.
    One never slept and pounded on the walls every night.
    One hammered on her walls all the time.
    They stole things from my porch, etc etc etc.
    This was all done to annoy me. I told the owner, who did
    nothing. I cannot believe I was the first they did this to.
    These people were mentally ill. And got off on retaliation and
    annoying me. The laws DO need to be updated/amended to protect
    people from any type of harrassment, otherwise, they have no
    motivation to stop. And believe me, they wont stop unless there
    are serious consequences. The world is getting crazier, and
    people are getting crazier, and there needs to be some
    consequences for certain violations.
