The laws in this country requires all parents to support their children -- court order or not. If he's not paying child support, then go to your local Child Support Enforcement Agency and they should help you get a court order & enforce it. However, you are reminded that he will likely get visitation unless health/safety issues are involved. I don't think anything about the soaked clothes & rice since I wasn't there & didn't see how it happened and with kids, there's no telling how it happened.
