Post: Driver Surcharge-Texas Transportation Code Ch.708

The Texas legislation enacted House Bill 3588 which gave
birth to new laws affecting drivers. Offence(s) that
result in conviction cuases a person to ante up certain
amounts beyond the statutory fine. For example, one who
does not have a valid driver's licence must pay $250 a
year for three years!! A DWI or DUI conviction must pay
$1000 a years for three years in addition to a fine,court
costs and probation fees. Who can tell me of the
constitutional right of this law? What is being done
about rescinding this law?
