You can appeal to the Director of the Illinois State Police
(actually an administrative judge in his place) however, you
need to provide copies of your hospital discharge papers and
possibly have a physician certify that you are of a mental
state not dangerous to the general public.

All this constitutional crap is great in theory, but if you
want your FOID, that's what you have to do.

You shouldn't have a problem getting your card back if you're
    straight now.

    Good luck.
